Legalization may be the only answer to the problem
It’s clear that fentanyl is a growing problem, and the state and local government has been ineffective at combating its importation, sales and abuse. Tens of thousands have died from overdoses. If it were legalized, it could be sold over the counter cheaply and if produced by reputable pharmaceutical companies and its strength could be standardized.
Legalization would put an end to illicit sales if it’s not overly taxed as we’ve seen with cannabis and tobacco. The prosecution and lawsuits of the manufacturers should also be ended. We can’t stop this drug’s abuse, but we can make it unprofitable for the cartels and their minions.

Ongoing treatment for addiction is effective
With respect to the fentanyl problem, what needs to be recognized first is that addiction is a disease. Pity or anger does not help disease; treatment does. As an MD in the field of addiction 52 years I see treatment as effective and life saving.
Providing “Safe Space” drug use only enables continuing the problem. Effective treatment includes a spectrum of services, from long-term residential to out-patient programs, all including a 12-Step (AA type) base. As a society, we need to provide more treatment opportunities for those suffering from addiction.

More education may help
As long as there is a market for destructive drugs like fentanyl, there will be suppliers. I realize that some become addicted by needing ultra-strong medication for a measure of pain relief. However, whether by unfortunate needs for a means to an end, or just plain escapism, some will become users. Perhaps an all-out zealous information campaign can reduce the numbers of those afflicted, but little can be done about the availability of opioids and the vulnerability of victims.

Lock them up
Convince the ACLU that they are causing more harm than good by opposing involuntary incarceration of the mentally impaired.
